Surcharging: Returns a merchant's effective per-state surcharge posture.

Requires: Surcharging.Admin.GlobalSettings, merchant scope.
Each constrained state is reported with the platform-seeded rule, the merchant's own override, and the merged outcome, plus whether the platform ruleset is currently enforced. The merge is applied here so a caller never has to combine the two layers itself.
