Corrects the link when the stored count and the completions disagree. The repair for a count that drifted. The link's count is advanced after a payer's completion is consumed and handed back when a consume is reversed, and neither write can be made to fail loudly: the payer-facing consume proceeds rather than refusing a payment over a counter write, and the release side is best-effort. Either can leave the count disagreeing with the completions, which are the record of what actually happened. Deliberately separate from the completions listing rather than folded into it, so reading a link's payments never writes to the link. Safe to call on a link that is already correct: the response says whether anything changed, and nothing is written when nothing did. A link whose completions have passed their retention window is reported untouched rather than reset to zero. Refused on a link that is not reusable, with the error code's HTTP status published in the error catalogue rather than declared here, for the reason the pause action gives.
