Reads a campaign's public progress.

No permission required.
Returns 200 with the count, total and goal for a campaign that shows its progress, and 404 for any other id: unknown, deleted, or a campaign that keeps its progress private. The figures are the campaign's own live counter, so they can run slightly ahead of the campaign report, which reads the aggregation pipeline.

429 The request was refused because a rate limit was exceeded. Wait at least the interval `Retry-After` names before retrying, then back off. Limits are tuned per deployment, so read the allowance from the response headers rather than assuming a fixed ceiling.
