Reads a reseller's effective collection configuration.

The effective configuration is the one that governs the reseller's merchant billing after inheritance from its ancestors has been applied. A reseller with a collection merchant of its own is governed by its own configuration. A reseller with none is governed by the nearest ancestor that has one, as a whole set. The result names the reseller the configuration comes from, so a caller can tell an inherited configuration from a local one. Nothing is written to the reseller. Available to an administrator, to a reseller reading its own record, and to a reseller reading one it manages, the same rule as the billing preferences read.

429 The request was refused because a rate limit was exceeded. Wait at least the interval `Retry-After` names before retrying, then back off. Limits are tuned per deployment, so read the allowance from the response headers rather than assuming a fixed ceiling.
