Close the calling sandbox key's merchant batch.

Requires: Transactions.Settlement.Trigger, merchant scope.
Settles everything the merchant has outstanding and answers only once it has, so the next request can be sent straight away. Sandbox only: a key stamped for the live world is refused, and so is a caller carrying no environment stamp at all. A merchant with nothing outstanding gets a success carrying zero counts rather than a refusal, so a script can send this unconditionally.
